1.0 Executive Summary

All 47 counties in Kenya are required by law to develop a five-year plan, dubbed the County Integrated Development Plan (CIDP). The current CIDPs in all counties will be implemented between 2018 and 2022. In this document, we summarize and analyze the contents of the current Kisumu CIDP as at May, 2019. It highlights the county plans which will promote enjoyment, protection and fulfilment of socio-economic rights in Kisumu County. This publication highlights the profile of Kisumu County, county administrative units, planned 5-year projects, projection of resources required during the period under focus, and how to bridge the resource gap. It focuses on the following sectors: water and sanitation, land and housing, education and health. This has been informed by the fact that these sectors have a significant impact on marginalized groups living in the informal settlements of Kisumu
