Consultancy Call to Peer Review Draft Hakijamii’s Strategic Plan 2025 – 2028
To effectively continue to deliver on its mandate, Hakijamii developed a draft four-year strategic plan (2025-2028), to review the Organization’s strategies and to establish a design process and approach for the effective implementation of its programs to realize its mission.
- Purpose and Objective of the Assignment
Hakijamii seeks services of a consultant, to conduct a comprehensive peer review of the draft strategic plan (2025–2028), incorporating insights from the evaluation of the previous plan to enhance Hakijamii’s approach to achieving its mission and strategic goals.
- Objective of the Assignment
Peer review the draft strategic plan 2025-2028 informed by the recommendation from the evaluation of the previous strategic plan.
- Expected Outcomes:
A revised, finalized Strategic Plan for 2025–2028, complete with a Theory of Change, strategic pillars, monitoring and evaluation frameworks aligned to Hakijamii’s mission.
- Scope of work
- Review and refine the draft strategic plan, including its Theory of Change, strategic pillars, and objectives.
- Assess and suggest improvements for Hakijamii’s vision, mission and network strategy.
- Evaluate the proposed internal evaluation mechanisms to ensure they effectively track progress towards strategic goals.
- Sharpen the monitoring framework to improve accountability and results tracking over the next four years.
- Review the implementation framework, including activity scheduling, to enhance execution and impact.
- Present the final revised plan to the Board and management for adoption.
- Qualifications
- Master’s degree in a relevant field in strategic management and planning, public policy, sustainable development studies, Governance and Human rights.
- At least seven years of professional experience in Human Rights Strategic planning and management.
- Demonstrated experience in working with Non-Governmental organizations, CSOs and other stakeholders in public sector development programs, especially in capacity development.
- Skills and Competencies.
- Independent, result-oriented and highly organized.
- Demonstrated expertise in facilitating stakeholder engagement.
- Excellent interpersonal skills with experience in strategic consultancy or related assignments.
- Evidence of having undertaken similar assignments.
- Experience in research, policy development, management and programming-related assignments.
- Strong analytical and communication skills
- Application process
Interested and qualified individual consultants are required to submit a technical and financial proposal that includes the following:
- a) Technical Proposal
- Qualification and experience of the consultant.
- The understanding of the assignment, demonstrating background knowledge.
- Proposed approach and methodology to undertake this assignment, highlighting how the applicant will address the needs of the ToR.
- Previous experience in a similar assignment(s).
- Detailed activity work plan with a proposal of days.
- b) Financial Proposal
- Total budget (KES) aligned to the work plan and days proposed in local currency (KES). The budget should cover only the professional costs. The expenses related to travel and accommodation for fieldwork if any will be covered directly by Hakijamii. The budget should be presented in a detailed breakdown.
- Fees
The fees and the exact terms of payment will be negotiated with the consultant based on deliverables. Payments will be based on outputs, i.e. upon delivery of the services as specified in the contract.
