ORGANIZATIONAL STRUCTURE AND STAFFING CONSULTANT
As Hakijamii grows its programme portfolio and strategic partnerships, the organization recognizes that institutional performance and effectiveness are fundamentally driven by its workforce. Strengthening the systems that support the workforce is critical to maintaining a high-performance culture, ensuring staff well –
being, and achieving long term organizational sustainability, ensuring staff well-being and achieving organizational sustainability. This consultancy is therefore intended to support a review of Hakijamii’s organizational structure, staffing needs and staff reward system. The assignment will help the organization assess whether its current organogram and staffing are fit for purpose and provide recommendations on priority roles, salary banding and staff benefits. By aligning Hakijamii’s staffing and reward systems with organizational needs and relevant sector practice, the consultancy will support Hakijamii to attract and retain skilled talent, promote internal equity, and sustain internal capacity required to advance its advocacy and human rights mandate.
Background
As Hakijamii expands its programming, partnerships, and donor engagement, the organization recognizes that its most important resource is its human capital. To sustain this growth, the organization seeks to strengthen its institutional systems for staffing, staff retention, and internal equity through a robust review of its organizational structure, staffing needs and compensation framework. Over time, Hakijamii’s programme and advocacy work has generated increasing demand for a skilled and responsive workforce. To continue delivering effectively, the organization must ensure that its staffing structure is fit for purpose and that its reward systems are fair, competitive and sustainable. Strengthening these systems is critical to support performance, staff motivation and organizational effectiveness.
Specifically, Hakijamii requires technical support to:
- Review the current organogram in light of the organization’s staffing needs.
- Advise on key positions that should be prioritized for recruitment or strengthening.
- Review existing roles and job descriptions and recommend improvements where necessary.
- Propose a job grading and salary banding system to support recruitment, progression and internal equity.
- Recommend a suitable benefits structure packages such as comprehensive medical insurance, pensions, gratuity payments, staff professional development, flexible work arrangements and overtime compensations.
- Benchmark with comparable CSOs to inform the recommendations.
Purpose of the Consultancy
The overall purpose of this consultancy is to support Hakijamii to review its organizational structure and staffing needs and to develop a comprehensive and structured Compensation and Benefits Framework aligned to its organogram, roles and operational needs.
The framework is expected to:
- Assess whether the current organogram adequately reflects the organization’s immediate staffing needs;
- Identify priority roles and positions that may need to be filled or strengthened; ● Benchmark against relevant market data to ensure the organization remains a competitive and attractive employer within the NGO sector.
- Promote internal fairness and equity while strengthening performance-based motivation.
- Provide guidance on salary ranges to inform recruitment, promotions and role progression; and
- Support effective cost management and ensure compliance with applicable labour laws and regulatory standards in staff management.
Scope of Work
The consultant will provide technical support across three interconnected areas:
(a). Organizational Structure and Staffing Review
- Review the current organogram alongside the organization’s size, programme needs and operational structure.
- Identify any major staffing gaps, overlaps or roles that may need to be prioritized.
- Provide recommendations on key positions that should be filled or strengthened.
(b). Role Review and Job Alignment
- Review existing roles and job descriptions to assess alignment with the organogram and organizational needs.
- Recommend revisions or improvements to selected job descriptions where necessary.
- Identify gaps, inconsistencies, and areas for improvement in current compensation and benefits practices.
(c). Compensation and Benefits Review
- Review current compensation and benefits arrangements.
- Recommend a practical salary scale/bands to guide hiring, role progression and promotion decisions.
- Recommend appropriate staff benefits.
Required Qualifications and Experience
- Bachelors in Human Resources Management, Business administration, Organizational Development or relevant field.
- Certified Human Resource Professional (CHRP) or Higher Diploma in Human Resource Management.
- At least 10 years’ relevant professional experience preferably in the NGO sector.
- In depth knowledge of Kenya labor laws, statutory requirements and best practices in employee compensation and benefit administration.
- Experience in designing and implementing Compensation and Benefits Frameworks, preferably within the NGO or non-profit sector.
- Proven ability to undertake job evaluation, grading, and salary structuring exercises that promote internal equity and transparency.
- High levels of professionalism, integrity, and ability to deliver within agreed timelines.
