Program Officer- Policy Research & Budgeting
Job Purpose
The purpose of this position is to support delivery of overall work of the organization on
research, policy analysis and evidence-based advocacy for policy reforms as well as to
enhance policy implementation and the realisation of economic and social rights through
budget analysis to determine resource allocation and financial accountability at the
national and county levels. The role will involve managing the research component of
Hakijamii’s work and undertaking policy and budget analysis around our thematic areas
of interventions.
Key Responsibilities
- Work together with the Executive Director and other Program Staff to conceptualize,
design, plan, and undertake qualitative and quantitative research in the focus areas. - Build a comprehensive body of knowledge in all the focus areas so as to guide
advocacy initiatives and policy implementation through an evidence-based approach. - Undertake substantive analysis of budgetary documents and engage in the budget
making process at the national and county levels to determine resource allocation for
socio-economic rights implementation so as to advocate for transparency and equity in
resource allocation for shared prosperity. - Influence policy development, review and implementation through targeted research
and resource allocation analysis. - Unpack national and county budget documents and develop simplified information
packages to inform effective public participation and enable efficient social oversight of
governmental expenditure at the national and county levels. - Review the Annual National Budget budget estimates and determine the extent to
which they provide for the progressive realization of economic and social rights. - Draft and disseminate policy research reports and briefings on budgeting for policy
implementation on economic and social rights. - Build and maintain networks with key institutions such as the National Treasury, Kippra,
and the Parliamentary Budget Office. - Support/facilitate community members to effectively participate in oversight and
governance processes. - Document good practices in regard to national budget allocation for economic and
social rights. - Develop and disseminate relevant information on the linkage between the national
budget and the realization of economic and social rights. - Identify and pursue fundraising opportunities, under the guidance of the Executive
Director. - Represent the organization in strategic meetings and workshops.
- Undertake all such other functions as may be directed by the Executive Director and
complimentary to the above responsibilities.
Person Specification
- Demonstrated research competencies and ability to undertake both qualitative and
quantitative research using different research methodologies and designs. - Critical thinking and ability to discern comprehensive findings from research data and
make practical and well-informed recommendations for policy advocacy and reforms. - Demonstrated capacity of analyzing complex national and county policy documents
including budgets and approved policy documents. - Posses innovative thinking and problem-solving skills, including the ability to weigh
options and advocate for consideration of key policy recommendations. - Ability to work both independently and as part of a team.
- Good research skills, ability to deliver under pressure and meet strict deadlines.
- Capacity to work within a policy environment with good working knowledge of emerging
policy issues. - Ability to work confidently with a wide range of stakeholders, internally and externally.
- Be willing to travel regularly.
- Excellent verbal and written communication (English and Kiswahili).
Academic Qualifications And Experience
- A Bachelor’s degree in Economics, Public Finance, Actuarial Science, Policy Analysis
or any other relevant discipline from a recognized university. Post graduate qualification
is an added advantage.
Experience:
- At least a minimum of 3 years’ experience of conducting policy research and budget
analysis or public finance. - Record of working with key policy research and relevant government institutions such
as the National Treasury, Kippra, Parliamentary Budget Office and other relevant
stakeholders. - Good project management and organizational skills, including managing multiple
projects and tasks concurrently. - Experience in international human rights, social justice, or related areas, with a good
knowledge of economic, social, and cultural rights. - Understanding of the challenges faced in implementing economic, social, and cultural
rights and ability to demonstrate knowledge of how the national and county budget
processes can be used to address these challenges. - Demonstrated capacity to analyze complex budget problems rigorously and from all
angles. - Skills to clearly articulate how the national budget relates to the realization of economic
and social rights. - Experience in conducting research including literature and policy reviews, analysis of
secondary and primary data, qualitative and quantitative skills.
